Eye P.A. is licensed per user, not per machine. This means that you can install it on several machines for one user. For example, you might want to use Eye P.A. to capture packets on your laptop, but use your desktop to dig into the PCAP file.
Multiple machines that belong to you personally? Install it on up to 5 of them.
Multiple users? Get them each their own license.
Example: John Doe has a desktop device (like a Windows computer), and he also has a Windows tablet, and he also has a field laptop, then that is 3 machines (aka devices) he can register his copy of Eye P.A. on.
However, if Samantha Doe wants to use Eye P.A., she will need a separate Eye P.A. license from John Doe.
